Yes, variac is a clever tool to have, specially when a short arise. Just isolate the parts of the circuit and there you go.

Judging by the drawing, and see also bride diodes, this tells me that it belongs to a part of the power supply. Do you have any hum once the unit is on? If you don't, the cap is working fine.

Hola. In a power supply, it is very important to have the voltage value the same or more working voltage . The capacitance, if you use a higher value like 50uF instead 40uF, you can do this, but never lower a capacitance value.
